I completly agree with the idea of a steering committee. However, due to the great power such a committee would have, I think the committee should be directly elected. One cannot merge it with the technical committee, as that is an appeal body, but one could merge it with the task of the DPL (well, bascially, both tasks overlap already quite much).

That would be a complete overhoul of the current structure of Debian - currently, the DPL has only very limited power and cannot steer if the delegates disagree (unless he de-delegates). But I think that change would be a good change.
